Greece says this year’s budget surplus will exceed prior estimates as it submitted a fiscal plan to parliament. The government forecasts GDP growth of 2.0% in 2026, accelerating to 2.3% in 2027. The plan projects a 2026 budget surplus of 0.6% of GDP, up from an earlier 0.3% target, and a 2027 surplus of 0.3% — marking a third consecutive year of surplus. Greece is one of four European countries expected to post a surplus this year; improved public finances have pushed Greek borrowing costs below those of France and Italy. MOODY’S raised Greece’s outlook to positive in September and Scope Ratings upgraded the sovereign to within one notch of A. The surplus will allow early repayment of about €13.0 bln of debt, cutting the debt ratio to 136.7% of GDP this year and to 128.8% by 2027, which would leave Italy with the highest debt-to-GDP in Europe.
