Cuba’s ambassador in Washington, Lianys Torres Rivera, told Reuters Havana
maintains “communication channels” with the United States but has not begun
formal negotiations. She said the Trump administration is applying pressure and
Cuba has strengthened defensive preparations against any US military action.
Recent contacts have included meetings, phone calls and messaging exchanges, but
there has been no progress on a negotiating agenda or on restarting formal
talks; Cuba remains willing to pursue “mutually respectful” dialogue but
declined to disclose timing, topics or participants.
