The Investment Department of the National Development and Reform Commission said China’s current six-networks push is moving from ‘single-point’ buildouts to system-level networking to unlock multiplier effects across water, new power grids, compute, next-generation communications, urban underground utilities and logistics networks. The aim is demand integration and resource sharing so investment yields whole-system gains rather than a simple sum of single networks. Remaining frictions include non‑uniform technical standards, weak cross‑entity coordination and unclear revenue-sharing. The NDRC plans to tackle these by establishing unified technical standards and data interfaces to enable facility sharing and data interoperability; improving market-based coordination, clarifying cross-network roles and revenue allocation and supporting corporate consortia in integrated projects; and running regional integrated pilots in major city clusters to develop replicable models before national rollout.
