Li Hui, director of the Private Economic Development Bureau at CHINA STATE PLANNER, said converting new capacity from the six-network initiative into real returns requires three actions. First, broaden access: establish long-term mechanisms for private participation in major projects and open competitiveness infrastructure sectors fairly to operators of different sizes and specializations. Second, improve retention: address private firms’ concerns on return mechanisms and competition by rolling out projects with stable operation returns suitable for private capital, enhancing financing channels, strengthening factor support, and removing market-access, standards-alignment and information-sharing bottlenecks. Third, remove implementation barriers: CHINA STATE PLANNER promoted 88 projects to private capital on Sept. 10 and Sept. 29 and will continue project promotion, set up a problem-resolution mechanism, and enforce project-list management to coordinate fixes to specific participation obstacles.
