China’s National Health Commission and China State Planner issued an
Implementation Plan for Expanding and Enhancing Medical Rehabilitation and
Nursing. The plan mandates improving multi-source payment systems and, through
normal procedures, bringing rehabilitation and nursing services with proven
efficacy and urgent public need into basic medical insurance coverage. It
directs medical insurance payment reform: adopt disease-based (per-case)
payments for short-stay inpatients receiving rehabilitation and nursing and
pilot per-diem (bed-day) payments for long-stay inpatients. The plan also calls
for refining special-case single-negotiation and other supporting mechanisms,
and encourages commercial insurers to develop rehabilitation/nursing products
coordinated with basic medical insurance, long-term care insurance and
work-injury insurance.
