market sources said implementation is highly uncertain and likely containable.
Morgan Stanley's Oct. 1 note drew solely on exchanges between its strategy team
and a Washington legal team and repeatedly used hypothetical language
(potential, likely, could); it contained no FCC rule text, no proposal
discussion record and no official release, and should be treated as a policy
conjecture. Yuanjie said recent stock volatility was driven by the Morgan
Stanley report, that the sector decline was not company-specific, it would not
comment on the report, and that production and operations are normal.
