China’s Ministry of Finance released its 1H 2026 fiscal policy implementation report saying it will proactively stabilize employment to raise incomes and strengthen employment support for priority and vulnerable groups. The report calls for adapting to structural demographic shifts and migration by optimizing basic public-service layouts (education, healthcare), implementing childcare subsidies, free preschool and elderly-care consumption subsidies, and reinforcing inclusive, foundational and safety-net social services by improving elder/child service systems and a tiered social assistance framework. It also stresses bolstering emergency disaster relief and enhancing natural-disaster prevention and response capacity.
