New-Quality Productive Forces, urging accelerated breakthroughs in key core
technologies. The document directs leveraging the new whole-of-nation system to
organize high-quality development actions for priority manufacturing industry
chains and industrial innovation projects, strengthen end-to-end problems
solving, provide full-factor support and ecosystem building, and implement
first-of-a-kind unit and initial-batch application policies to speed technology
iterations and upgrades.
