The CPC Central Committee and the State Council issued Opinions on developing
new-quality productive capacity, directing accelerated growth of strategic
emerging industries including next-generation information technology, new
energy, new materials, intelligent connected new-energy vehicles (NEVs),
robotics, biomedicine, high-end equipment and aerospace. The document mandates
building regionally specialized, complementary industrial clusters to
concentrate resources and enterprises, integrate outcomes and deepen product-
and industry-level specialization while avoiding wasteful internal competition.
It calls for industry-chain-led, enterprise-centred cross-regional coordination,
with eastern regions to support tailored development in central, western and
northeastern China. Under a safety premise, it endorses orderly expansion of the
low-altitude economy and commercial space activities.
