The Central Committee of the Communist Party of China and the State Council
issued Opinions on developing new-quality productive forces, calling for deep
integration of the real economy and the digital economy. The document directs
clarification of data property-rights recognition and the establishment of
market trading, rights-allocation and protection mechanisms, and its mandates
pilot and demonstration projects to unlock the potential of data as a production
factor. It instructs optimization of national data infrastructure planning and
operations, acceleration of manufacturing digitalization, and implementation of
major projects including East Data West Computing, smart manufacturing and
industrial internet innovation. The paper calls for construction of a nationwide
integrated computing-power network and a national blockchain network, and for a
strengthened policy framework to promote digital industrialization and industry
digitization and to build internationally competitive digital industry clusters.
