The Central Committee of the Communist Party of China and the State Council
issued Opinions on developing new-quality productive forces, directing
improvements to market regulation and market access and stronger enforcement of
antitrust and anti-unfair-competition rules. The document calls for enhanced
governance in AI, biotechnology and related fields; strengthened
cross-department joint supervision and regulatory innovation; fewer on-site
inspections and exploration of a “use data to decide, use data to manage”
regulatory model to raise cross-agency supervision intelligence. It also
mandates an efficient comprehensive intellectual property management system with
improved punitive damages, and calls for study of a tax system adapted to new
business formats.
