Scenario 1: Stalemate
If Democrats win one house of Congress and Republicans retain the other, pushing for major policy changes becomes more difficult. Markets generally favor this scenario because it reduces the likelihood of massive new spending plans, tax reform, or sweeping regulations. For investors, this could be helpful if it means less fiscal pressure and an improved bond environment. Lower or more stable bond yields, in turn, could support stock valuations, especially growth stocks.
Scenario 2: Democrats Control Congress
This doesn't necessarily mean a complete reversal of Trump's agenda, as the president still has veto power. But it could mean more oversight, more scrutiny, and more friction surrounding parts of AI development, especially at the physical level.
This is precisely the direction the AI debate is evolving in. The issue is no longer just about chips and software, but increasingly involves data centers, electricity demand, grid investment, water consumption, and who pays for it all. So the risk isn't that AI will stop. The risk is slower development, higher costs, or greater political sensitivity.
Scenario 3: Republicans Remain in Control
This could be the most favorable outcome for AI infrastructure deals. This could mean greater policy continuity, easier licensing approvals, and stronger support for energy and infrastructure expansion. This could benefit sectors related to AI-related infrastructure development, including data centers, utilities, nuclear energy, natural gas, copper, grid equipment, finance, and defense.
The same outcome supporting growth and AI spending could also be more detrimental to bonds if markets begin to worry about larger deficits, more borrowing, and higher inflationary pressures. This means the outcome could be beneficial for AI profitability, but less comfortable for AI valuations if bond yields continue to rise.
