Chongqing and Sichuan governments issued a metropolitan-area implementation plan
targeting at least 3.6 trillion yuan GDP and an urban population above 20
million by 2030. The plan prioritizes a rail-centric metropolitan network with
75% of residents within one-hour commutes and lower average commuting time and
cost, stronger industrial collaboration and tech‑industry co‑innovation, and
raising local supplier coverage for the "Chongqing-made" auto cluster above 70%.
It also calls for shared education, healthcare and employment services,
narrowing the urban‑to‑rural per capita disposable income ratio to about 2.1:1,
deeper separation of economic and administrative regions, accelerated
Guang'an–Chongqing cross‑province integration, and functional integration of
surrounding cities with the central city.
