The Financial Times reports Polish Foreign Minister Radoslaw Sikorski said NATO
members should be prepared to respond forcefully if Russia conducts ‘hybrid
attacks’ that could cause deaths. He warned Moscow’s expanding disruptive
operations in Europe raise the likelihood of civilian or military casualties.
Sikorski declined to detail specific reprisals, but noted Poland and Estonia
invoked NATO’s Article 4 after recent Russian drone and jet airspace incursions,
suggesting possible need for tougher collective measures.
