On hybrid vehicles the two sides set three principles. First, respect facts — EU
imports of Chinese hybrid cars were 107,000 units in 2024 and 302,000 units in
2025; the parties agreed an upward arrangement anchored to 2025 levels to
preserve Chinese exporters’ access and support stable growth. Second,
non‑discrimination — measures will not specifically target Chinese products or
discriminate against Chinese firms; China’s allocation will not be lower than
any other import origin. Third, compliance — trade arrangements should conform
with WTO rules; China reserves all WTO rights, including dispute settlement and
claims for compensation. MOFCOM said these principles form the basis for
protecting Chinese firms’ legal rights.
