Deputy Prime Minister Novak said on the 12th that Russia and the United States
are negotiating diesel supplies between energy ministries and companies. He
said, under an agreement between the two presidents, the Russian government has
issued an order partially lifting the diesel export ban to permit shipments to
global markets including the U.S. Novak added Russian diesel exports would help
ease disruptions related to the Strait of Hormuz and declining global refining
capacity, and he expects Russia could export about 3–3.5 mln tonnes of diesel
per month to global markets by end-2026.
