Shanghai Municipal Health Commission and Shanghai Administration of Traditional Chinese Medicine issued a notice launching a 2026 capacity-building drive for traditional Chinese medicine (TCM) specialty clinics. The program aims to ensure every community health service center hosts at least one TCM specialty clinic, upgrade TCM diagnostic and treatment standards, broaden covered diseases and techniques, optimize outpatient layouts and strengthen facilities and equipment. Implementation will leverage four regional TCM medical alliances’ new “one-area, one-product” initiative, the 631 plan for promoting TCM advantage disease treatments and 55 TCM specialty-disease alliances to refine primary-care treatment protocols, bolster talent training, and promote academic inheritance and innovation, positioning community centers as the main delivery point for TCM services.
