Xi Jinping outlined a four-point agenda for China-Africa mining cooperation: (1)
affirm African ownership of resources and offer Chinese expertise to help
African states design mining development plans tailored to national conditions;
(2) pursue mutually beneficial cooperation by encouraging Chinese firms to
improve operational capacity, transfer green technologies suited to Africa
realities, and deepen South-South mining collaboration; (3) prioritize
high-quality development by shifting cooperation toward value-added industry
upgrades and exploring affordable, sustainable innovative financing to support
African modernization; (4) promote a fair, open operating environment, oppose
using African resources as tools of geopolitical rivalry, welcome sincere
third-party assistance, and work with African partners to create more suitable
conditions for enterprise investment and operations.
