The U.S. Federal Maritime Commission (FMC) proposed measures to retaliate against Spain, including a $200,000 fee on Spanish-flagged vessels docking at U.S. ports and import restrictions on key Spanish exports such as olive oil. The FMC said Spain in 2024 refused to berthing for three U.S. vessels on their grounds cargo was related to Israel’s war in Gaza; after an investigation the agency found Spain’s actions disadvantaged U.S.-flagged ships. Proposed import curbs would target olive oil—Spain’s largest export to the U.S.—and cosmetics, other oils and ceramics. The measures are not yet effective and are subject to a 60-day public comment period.
