Three departments including the National Development and Reform Commission issued guidance to refine price formation and expand inclusive elderly care. Safety‑net public elderly‑care institutions, defined as public facilities that fully or mainly house destitute or financially disadvantaged disabled elderly, will have their basic service fees managed by government‑guided prices. Fees for residents who are not safety‑net beneficiaries may follow standards for comparable inclusive supported elderly‑care institutions or be set separately; related income will be handled under existing rules. Non‑basic service fees will be market‑regulated, though provinces may, with provincial government approval, apply government‑guided pricing where necessary. Safety‑net institutions must offer free residency for destitute elderly in centralized care; eligible Voluntarily admitted low-income disabled elderly will receive prescribed subsidies.
