Hong Kong’s first five‑year plan aims to become an Asia‑Pacific hub for
low‑altitude innovation. A government working group is drafting a Development of
the Low‑Altitude Economic Action Plan to strengthen regulatory frameworks,
standards and infrastructure. Measures under consideration include jointly
studying with mainland China the establishment of an international low‑altitude
economic cooperation organization, fast‑tracking cross‑border low‑altitude
logistics test flights and gradually expanding a Greater Bay Area cross‑border
low‑altitude logistics network. The plan also prioritizes R&D for low‑altitude
infrastructure and construction of smart low‑altitude traffic management
systems. The Hong Kong government is consulting stakeholders and expects to
complete the draft within the year.
