The NDRC and two other ministries issued guidance to improve price formation and
expand quality inclusive elderly‑care services. Local development and reform
departments are instructed to process project approvals, provide investment
support and set fees, and to fully leverage central budgetary investment,
ultra‑long special treasury bonds and local government special bonds to
prioritise renovation and equipment upgrades at inclusive supportive
elderly‑care institutions. The guidance requires nursing homes’ water, power,
gas and heat to be charged at residential rates. The Ministry of Civil Affairs
will use locally retained lottery public‑welfare funds and deploy training and
subsidy support to raise service capacity and strengthen the elder‑care
workforce.
