At the AI Data Sets and Annotation High‑Quality Development Forum, the China
Academy of Information and Communications Technology (CAICT) AI Institute,
Lenovo (Beijing) and the China AI Industry Development Alliance Data Committee
released the 2026 Guidelines for High‑Quality Datasets for Intelligent Agent
Capability Construction. The report identifies new data requirements driven by
intelligent agent development, provides a systematic analysis of dataset needs
for agent capability building, and proposes an industry framework, key methods
and implementation paths for high‑quality dataset construction. It includes
practical implementation examples across enterprise operations, healthcare,
telecommunications, intellectual property, automotive, industrial parks and
research to guide industry stakeholders.
