Following joint guiding opinions issued in July by the State Administration for
Market Regulation, the Ministry of Public Security, MOFCOM and the State
Taxation Administration, the agencies will normalize comprehensive enforcement
against fuel-dispenser tampering. The State Administration for Market Regulation
will tighten production-end oversight, hold dispenser manufacturers and
petrol-station operators accountable, and require strict compliance with meter
type-approval and anti-tamper rules. Agencies will coordinate to explore
software and hardware upgrade mechanisms for dispensers and accelerate iteration
of anti-tamper technical standards. Authorities will target black- and
gray-market chains that knowingly modify devices or crack software, severing
networks across production, sales and use, raising penalties and strengthening
full-chain defenses to raise the cost of fraud and reduce cheating incentives.
