On the afternoon of Oct. 16 local time, the Security Council held the sixth
informal straw poll for the next UN Secretary‑General. For the first time this
round used colored ballots to distinguish the five permanent members' votes. To
secure the Council's recommendation a candidate must receive at least nine
"encourage" votes and face no veto from any permanent member.
