On the 17th, Ukrainian President Zelenskiy said Kyiv’s comparative tests in EU countries show Starlink satellite terminals enforce a speed cap only within Ukraine. He said terminals in Ukraine cut out once vehicles exceed about 161 km/h, reportedly causing drones dependent on the system to lose control, while Identical terminals in EU tests continued to operate at speeds above 180 km/h. Kyiv says it has preserved test records and is investigating whether the outage is a technical fault or an intentional, planned restriction; Zelenskiy suggested the measure could be intended to weaken Ukraine’s defensive capabilities.
