China Rare Earth Group said on Oct 15 it signed a strategic cooperation framework agreement with Harbin Electric Group. Liu Leiyun, party secretary and chairman of China Rare Earth Group, said the pact aims to consolidate and expand existing cooperation, strengthen strategic coordination, and align industrial resources with major equipment R&D and application needs to help accelerate construction of China as a manufacturing power.

A series of attacks on oil tankers in and around the Strait of Hormuz has raised concerns about shipping safety. Meanwhile, reports indicate that some vessel tracking systems are disabled, and some US strikes targeting Iranian military capabilities have been suspended. Jordanian military and strategic expert, Colonel Nadar Abuzaed, stated that three ship attacks were reported in less than 24 hours, including two oil tankers in the Strait of Hormuz and another near the Saudi Arabian port of Jubail. These attacks may have used methods including sea mines, long-range drones, and medium-range missiles. He also mentioned reports of small boats equipped with RPG rocket launchers launching attacks near Jubail. Abuzaed cited previous incidents near the ports of Sohar in Oman and Fujairah in the UAE, indicating that the threat has expanded beyond the Strait of Hormuz. Abuzaed summarized Iran's maritime strategy into three operational layers: sea mines, long-range drones, and medium-range missiles. He believes this is related to a "sea denial" strategy aimed at restricting adversaries' freedom of action at sea. In contrast, the United States’ maritime strategy focuses on controlling the sea and securing shipping lanes.
