The PBOC and multiple ministries issued guidance to support international
tech-innovation centers in Beijing, the Yangtze River Delta and the Greater Bay
Area, directing financial policy to accelerate tech commercialization. Guidance
calls for linking finance across R&D, pilot-scale and industrialization stages;
leveraging China Technology Exchange, Shanghai Technology Exchange and the
Shenzhen Stock Exchange technology trading center to pilot full‑chain services
for tech assets — confirmation, valuation, pledge and disposal — and to
interconnect those exchanges with the national unified technology transaction
service platform to speed mutual recognition of valuation and transfer. It urges
eligible financial institutions to deepen cooperation with technology trading
platforms and expand precisely tailored technology and intellectual‑property
financing products, and to bolster finance for pilot platforms, universities
tech‑transfer centers and national university science parks. Regulators will improve
the insurance framework for commercialization risk, promoting cost‑loss and
pilot testing insurance as well as product‑quality, liability and
expense‑loss/compensation coverage to reduce conversion risk.
