Ukraine's foreign minister said Russia is facing an unprecedented budget
deficit. Official data show Russia ran a January–September budget shortfall of
$61.1 billion, about 37% above the Kremlin's planned full-year deficit target;
spending rose 14.5% over the period, revenue increased 10%, and oil and gas
receipts fell 17.2%.
