Issue price will be set by competitive bidding and the bond will be issued at a discount to par. Accrual begins Oct 28, 2026; principal repaid at par on Apr 28, 2027 (holiday roll‑forward). Auction/tender window: Oct 27, 2026, 10:35–11:35 (local time).
