Jiangsu issued an Action Plan (2026–2028) to build high‑quality physical‑AI and
world‑model datasets, directing provincial state‑owned enterprises to lead
demonstration projects, strengthen data classification and grading, and
establish a full business‑chain data resource system. The plan targets
extraction of data scenarios from energy and road‑network sectors, promotes
consortium‑led industry‑chain collaboration, and requires open‑sharing
mechanisms to provide authorized access to SMEs, universities and startups under
regulatory rules to reduce data acquisition/use costs and enable cross‑industry
reuse.
