In a report, Torsten Slok, Chief Economist at Apollo Global Management, pointed out that Germany's investment needs in areas such as AI, infrastructure, defense, and energy security resilience are growing. Meeting these long-term needs requires mobilizing public and private capital through credit and equity markets, but the scale of institutional funds available for investment within Germany is relatively limited. Among major developed economies, Germany has the lowest ratio of accumulated pension assets to GDP, at only about 7%, while Sweden and Canada reach 149% and 185%, respectively. Furthermore, German occupational pension plans allocate only 14% of their assets to stocks, far lower than the EU average of 34% and the US average of about 50%. However, Germany has the highest household savings rate in Europe, with a large amount of household wealth held in the form of deposits. While Germany possesses considerable household savings, it has failed to fully convert them into long-term capital investable in the real economy. The ongoing pension reforms could ultimately bring approximately €90 billion in new funds into the accumulated pension system annually, equivalent to about 2% of GDP. Pension reform is expected to become a key link connecting German household savings with long-term investment needs.
