The Ministry of Industry and Information Technology has issued an Implementation
Plan for accelerating a carbon emissions dual‑control system in the industry and
information sectors (2026–2030). Key market‑relevant targets: established by 2030
roughly 400 carbon‑footprint accounting standards for major industrial products
and build about 500 national‑level zero‑carbon factories and zero‑carbon compute
facilities. By 2025, CO2 emissions per unit of value added at
above‑designated‑size industrial enterprises should fall by more than 17%, and
energy consumption per unit of value added at those enterprises should decline
by more than 10%.
