NIO (09866.HK) founder Li Bin said at the 2026 World Intelligent Connected
Vehicles Conference that the timing for L3 model mass production depends on
national regulatory approval, and that the regulator’s timetable is now
relatively clear. He said NIO’s hardware is ready, the technical team is
confident it can meet requirements once permitted, and the company’s operations
and direct-to-user service model are prepared for rollout.
