XPeng (09868.HK) chairman He Xiaopeng told the World Intelligent Connected
Vehicles Conference that the industry should skip L3 because it shifts liability
to the system without improving user experience or safety. He said L5 must be
redefined—cars are passive automated platforms while robots perform active 24/7
tasks—and that prior L5 definitions focused on technology rather than safety and
scene controllability. He added regulators must prioritize safety and governance
for higher-level autonomy to progress, and that the commercially relevant
opportunities are L2, L4 and a redefined L5, with L3 essentially an enhanced
form of L2.
