The General Office of the CPC Central Committee and the General Office of the
State Council issued guidance to speed integration of scientific and industrial
innovation, targeting decisive breakthroughs in core technologies for integrated
circuits, industrial machine tools, high‑end instruments, advanced materials and
biomanufacturing. The plan deepens industrial‑base reconstruction and major
technical‑equipment R&D programmes, directs resources at weak links in priority
sectors, ramps up R&D on basic components and foundational devices, pushes
breakthroughs in critical basic software and key base materials, and strengthens
development of advanced foundational processes and the industrial technology
base.
