Typhoon Qiangpi, the 30th storm of the year and classified at super-typhoon strength, was about 750 km southeast of Taipei at 05:00 on Oct. 22 with maximum winds near the center of 55 m/s (198 km/h). China’s Central Meteorological Observatory forecasts Qiangpi will enter the southern East China Sea on the night of Oct. 23, turn northward, then shift northeast near offshore eastern Zhejiang on the night of Oct. 24; a tracking brushing northeast Taiwan cannot be ruled out. Heavy to very heavy rain, with local extreme totals, is expected in Shanghai, Zhejiang and Fujian from Oct. 23–26. A blue typhoon alert was issued at 06:00 on Oct. 22. Under the national flood‑and‑drought emergency plan, authorities launched a level‑IV flood and typhoon emergency response at 08:00 on Oct. 22 and dispatched a working group to Zhejiang to assist operations.
