The Ministry of Industry and Information Technology and seven other ministries
issued the Plan for Enhancing Industrial Foundation Capabilities (15th Five-Year
Plan). The plan prioritizes upgrading the industrial base and launches an
industrial-foundation rebuilding program to close gaps, strengthen advantages
and develop frontier areas. It emphasizes demand-led R&D and coordinated
advancement of technology breakthroughs and application. By 2030 the plan aims
to materially ease weaknesses in China’s industrial base, raise technological
innovation, self-reliance and high-quality product supply, and significantly
improve basic product quality. It seeks to produce key foundational products
that enable whole-machine innovation, cultivate several internationally
influential brands, foster new manufacturing “single champion” and specialized
“little giant” firms, and put in place more sound long-term investment
mechanisms. Overall industrial capability is targeted to reach advanced
international levels to support a modern industrial system led by advanced
manufacturing.
