The Ministry of Industry and Information Technology and seven other ministries
issued the 15th Five‑Year Plan for Enhancing Industrial Foundational
Capabilities, directing accelerated construction of manufacturing pilot-scale
platforms. Following a “strengthen some, activate some, fill gaps” approach, the
plan tasks leading firms, top universities and research institutes with
deploying pilot platforms to meet common industry needs and upgrade services in
engineering development, design validation, process improvement, scale‑up
maturation, performance testing and sample trial production. It seeks to enable
first-use trials for non-finalized products, drive breakthroughs in key basic
components, develop series standards and solutions, and establish open, shared
pilot‑platform mechanisms to boost resource utilization and lower firms’
innovation costs.
