IFO analysis shows Germany’s temporary fuel tax cut, effective Oct. 1, has not
been fully passed to diesel motorists: over the past seven days only about €0.14
of the €0.17 per liter reduction reached diesel pump prices, with the remainder
absorbed elsewhere in the fuel supply chain. DIW Berlin estimates roughly 67% of
the cut reached consumers, citing signs of insufficient competition in refining
and wholesale segments; the measure was introduced to shield consumers from
Middle East-related energy-price pressure and to bolster public confidence.
