Shiyan’s Housing and Urban Renewal Bureau, Natural Resources and Urban‑Rural
Development Bureau and the Shiyan branch of the National Financial Regulatory
Administration jointly issued implementation opinions for the Notice on
improving the commodity‑housing sales system. The six‑part, 19‑article document
is effective on publication. Shiyan is the first third‑/fourth‑tier city to
publish Aug. 28 policy implementation rules and the ninth city nationwide. China
Index Academy said Shiyan’s details introduce several new measures versus
earlier city rules, notably on treatment of ongoing construction projects,
standards for public‑facility allocations, and timing of individual mortgages
disbursements, indicating localized variations in implementation.
