Iran's Islamic Revolutionary Guard Corps Navy claimed responsibility for attacks on seven ships in the past day, alleging these vessels violated passage rules in the Strait of Hormuz. Open-source intelligence agency OSINTdefender noted this as a significant shift. First, the targets have expanded from ships transiting the strait to ship-to-ship transshipment activities within the Persian Gulf. Previously, Iranian maritime operations primarily targeted oil tankers transiting the Strait of Hormuz and entering routes deemed illegal by Iran. This time, the Iranian Navy directly admitted to proactively striking four ships engaged in ship-to-ship crude oil transshipment within the Persian Gulf. Second, the narratives and attributions for the actions have diverged. Recently, Iran has consistently described ship damage incidents as accidents, such as ships accidentally entering restricted areas or striking mines; the US, however, countered that these were proactive attacks by missiles or drones. This time, the statements are categorized differently: three ships are still described as "damaged by mines," while the other four are directly admitted to being proactive strikes against transshipment vessels, effectively an admission by Iran of proactive military action against such maritime transshipment transactions. Finally, the underlying objective of control has been upgraded: it goes beyond simply controlling passage; it also aims to crack down on transactions that circumvent control. Many traders previously avoided the sensitive waterways of the Strait of Hormuz, instead transshipping crude oil ship-to-ship within the Persian Gulf. This action by Iran explicitly includes ship-to-ship transshipment itself in its list of violations, effectively blocking this circumvention method.
