China's Ministry of Commerce (MOFCOM) and Ministry of Science and Technology on
Oct. 16 launched a public consultation on revisions to the Catalog of
Technologies Prohibited or Restricted for Export, listing 23 AI-related items
including large models, intelligent agents, compute clusters and
information-processing technologies. Since the announcement, leading AI firms
DeepSeek and MiniMax have completed registration and proceeded with open-source
releases and overseas licensing. Some market participants have questioned
whether the move signals a shift from China's prior emphasis on technology
openness.
