of Taipei, moving northwest at 20–25 km/h with maximum winds of force 14 (strong
typhoon). Zhejiang coastal waters are expected to see gusts of force 9–11 on Oct
23–25, with 11–13 in central and southern coastal sectors on Oct 23–24. Eastern
Zhejiang is forecast to receive heavy torrential rain overnight Oct 23–24,
locally extremely heavy. Zhejiang provincial flood control and typhoon
headquarters raised the maritime typhoon emergency response to Level III at
09:00 on Oct 23.
