China on Oct. 23 published its position on strengthening outer space governance, emphasizing openness and shared use and describing outer space as a common domain. It urges states to provide space public goods and services to benefit all and commits to implementing the United Nations Space 2030 agenda, with focus on capacity building and application needs of developing countries through joint research, technology cooperation and personnel training. It calls for faster conversion of space technologies to civilian applications and deeper integration of space tech with disaster mitigation, emergency response and climate-change response.
