Shanghai issued a Satellite Internet Industry Innovation Development Action Plan
(2027–2030). Targets include technology self‑reliance with >100 commercialised
research outcomes, a high‑efficiency space‑to‑ground network with total in‑orbit
satellites exceeding 3,000 by 2030, cultivation of more than 100 quality
industry players, development of 100+ flagship demonstration applications, and a
core industry scale surpassing 80 billion yuan. The plan prioritises
strengthening technology, shoring up infrastructure, optimizing industry
clusters and expanding applications.
