The German economy is improving, but the foundation for recovery remains fragile. Germany's IFO Business Climate Index rose to 90.2 in October, higher than September's 89.9 and market expectations of 90.0, marking the sixth consecutive month of increase and reaching its highest level since May 2023. Specifically, the business expectations index rose from 90.4 to 91.6, reflecting a more optimistic outlook for the next six months; however, the current operating conditions index fell from 89.5 to 88.8, indicating that the actual operating environment remains under pressure. ING believes that market expectations for the gradual effectiveness of German fiscal stimulus may be improving business confidence, but rising energy prices and financing costs remain major headwinds. Previously, Germany's ZEW investor confidence index fell to 28.1 in October, the first decline in six months, also indicating that optimism has not yet fully spread.
