DOE data show SPR crude stocks fell to 282.6 mln barrels last week, the lowest since October 1982. The recent decline reflects an agreement to release 172 mln barrels from the reserve. The DOE also approved emergency exchanges of up to 400,000 barrels last week to mitigate a supply disruption at Phillips 66’s Lake Charles, Louisiana refinery.
