Zhengzhou issued the Action Plan for High‑Quality Development of the Lab‑Grown
Diamond Industry (2026–2028), directing efforts to cultivate leading firms and
recognizable brands. The plan urges rough producers to expand downstream into
cutting, design, setting and trade, deepening cooperation with jewelry retailers,
and form innovation and brand consortia to boost capacity, product quality,
terminal value‑add and market share. Eligible companies may be added to
'specialized, refined, distinctive and innovative' or leading‑enterprise support
lists. Target: cultivate about five leading enterprises by end‑2028.
