Beijing municipal government issued its 15th Five-Year New Energy System Plan,
directing coordinated energy and compute capacity planning to raise energy
supply quality for compute facilities. The plan requires newly built compute
centers to use 100% green power and calls for energy-saving and carbon-reduction
retrofits of compute infrastructure, communications base stations and servers
rooms. It targets existing data centers to achieve power usage effectiveness
(PUE) below 1.35 and for per-unit compute energy efficiency and carbon
efficiency to reach internationally advanced levels.
